Indoors in Puerto Plata: the Amber Museum, the fortress museum, the rum and cigar shops in the old town and a long lunch in a Victorian courtyard. Rain friendly excursions: Damajagua actually improves in light rain because you are already soaked, though the guides will cancel in heavy weather for safety. Coffee and cacao plantation tours run under tree cover. Santiago is a good full day option because most of it is indoors. Bad ideas in the rain: catamarans, whale watching, zip lines and anything on a mountain road. Practical tip: rain on the north coast rarely coincides with rain in the Cibao valley on the other side of the mountains, so heading inland often means heading into sunshine.
